Transitional Payment Guidance for Kinship Navigators

In December, the Children’s Bureau released new Program Instruction (PI) details and procedures for state and tribal Title IV-E agencies to claim transitional payments for Kinship Navigator Program (KNP) services and associated costs until the Clearinghouse can review and rate the KNP program. This is the same process that the Children’s Bureau has made available for other programs and services that may be eligible for Title IV-E prevention services reimbursement but have not yet been reviewed and rated by the Clearinghouse.

Family Stability and Opportunity Vouchers Act Introduced

In December, Senators Todd Young (R-IN) and Chris Van Hollen (D-MD) introduced the Family Stability and Opportunity Vouchers Act of 2019. The bill would create new housing vouchers to help low-income, high-need families with young children, and provide families with access to counseling and case management services to connect them with community-based supports.
