August 2016 Update: Recently, Anais Biera Miracle wrote an opinion piece for the San Antonio Express-News on the pressing need for greater investment in child welfare services in Texas.
Her piece, while pointing out that 19 children available for foster homes were forced to sleep in CPS offices on one night, calls for greater capacity to establish additional good foster care homes. She also says that private providers need competitive and performance-based contracts to better serve the needs of children entering foster care. … more
